One of the biggest challenges faced by individuals who have suffered occupational injuries or diseases is the difficulty in accessing education and training opportunities. These individuals often face financial constraints due to their disabilities, making it hard for them to pay tuition fees and other associated expenses. As a response to this, the Compensation Fund has established a bursary program to support the education and training needs of the disabled and dependants of COID persons with disabilities or fatally injured workers. This essay discusses the TUT Bursaries, which cover tuition fees, prescribed learning material, monthly stipend, and accommodation (institution accredited), and are renewable every year depending on academic performance and the availability of funds.

Eligibility Requirements

The TUT Bursaries are open to South African citizens who meet certain eligibility criteria. Firstly, applicants must be unemployed persons who have acquired permanent disablement due to occupational injuries or diseases. They must also be dependants of COID persons with disabilities or dependants of fatally injured workers. Applicants are required to provide proof of their residence and claim number. Additionally, the application form must be fully completed, and applicants must provide certified copies of their identity document, parent(s) or guardian(s) identity document or death certificate (COID persons with disabilities), grade 12 June results, or highest school grade or qualification, and proof of acceptance from public post-school education and training (PSET).

Furthermore, students must be enrolled to study on a full-time basis, and only under exceptional circumstances will students with disabilities be allowed to study part-time. Applicants must provide proof of unemployment letter from the Department of Employment and Labour or an affidavit. Certification and verification of physical disability by a health care professional or disability support office or WCL forms (Final medical report) is also required. Lastly, applicants may be subjected to a psychometric assessment.

Preference will be given to unemployed people who have acquired permanent disablement due to occupational injuries/diseases, Not in Employment, Education, and Training (NEETs), and dependants of COID persons with disabilities or dependants of fatally injured workers who excel in their studies and/or demonstrate potential.

Application Process

The TUT Bursary application form can be downloaded from the Department of Labour’s website or obtained from the nearest Provincial Labour Centre. The application form includes a full list of the study fields that will be funded. The bursary is open throughout the 2022/2023 financial year; however, applicants are encouraged to submit their 2023 academic year applications on/before 31 March 2023.

The completed application form, along with all required supporting documents, can be submitted via post office/courier, hand-delivered to 167 Thabo Sehume and Madiba Street, Delta Heights Building, or sent via email to CFexternalbursaries@labour.gov.za. If no response is received within two months after submitting an application, it should be considered unsuccessful.
